Question : Environmental Clearance for Central Vista Redevelopment Plan

(a) whether the expert panel has recommended for environmental clearance for Central Vista Redevelopment plan;
(b) if so, the details and the present status thereof;
(c) whether the Government has considered the objections raised by the experts and public against the proposed plan;
(d) if so, the details thereof and the action taken by the Government thereon;
(e) whether the proposed construction plan is likely to violate the existing master plan of Delhi and if so, the details thereof; and
(f) whether the Government has taken note of the likely damage caused by the proposed construction to the greenery between Vijay Chowk and India Gate and if so, the details thereof?

(a) to (d) Environmental Clearance has been granted, on the basis of recommendations of the Expert Panel i.e., the Expert Appraisal Committee (Infra-2) in the Ministry of Environment, Forest and Climate Change, for expansion and renovation of existing Parliament building at plot number 116 and 118 at Central Vista, New Delhi by M/s Central Public Works Department (CPWD) Parliament House. Representations on the said proposal were duly considered by said Expert Panel, along with mitigation measures proposed in the environment management plan and information provided by project proponent.

The Terms of Reference (ToR) for preparation of Environmental Impact Assessment (EIA) Report and Environmental Management Plan (EMP) for Development/Redevelopment of Common Central Secretariat Buildings and Central Conference Centre along with other buildings at plot Nos. 137, 120, 22A, 22B, 22C,23D, 23C, 23B, 138, A&B Hutments, Part of Plot 30B and 108 at Central Vista New Delhi has been issued to the CPWD (the project proponent) on the basis of recommendations of the Expert Panel i.e. Expert Appraisal Committee (Infra-2) .

(e) As per the information provided by the CPWD, the proposed construction plan is in accordance with existing Master Plan of Delhi. Delhi Development Authority (DDA), which is the Statutory Authority, has also granted clearance for Land Use Change.

(f) As per the information provided by the CPWD, the projects do not cause damage to the existing greenery near Vijay Chowk and India Gate. Instead, overall green cover is increasing by 5.4 acres in Central Vista Avenue.
