Question : Assistance for Toilets

(a) The details of assistance provided for construction of toilet per household under Swachh Bharat Mission;

(b) Whether the Government has received representation from Sulabh International Social Service Organisation and various other quarters to increase the amount being provided for construction of toilets, if so, the details thereof and the reaction of the Government thereto;

(c) The number and percentage of people presently defecating in the open in the Country, State/UT-wise;

(d) The total assistance provided to various States/UTs for construction of toilets during each of the last three years and the current year, State/UT-wise; and

(e) Whether the Government proposes to simplify the guidelines/procedure such as presenting of photographs of toilets constructed repeated supervision, etc. For early implementation of the Mission, if so, the details thereof and if not, the reasons there for?

(a) Under Swachh Bharat Mission (Gramin), there is a provision for providing an incentive of Rs. 12,000 for the construction of Individual household latrine (IHHL) to all Below poverty Line (BPL) households and to identified Above Poverty Line (APL) households (all SCs /STs, small and marginal farmers, landless labourers with homestead, physically handicapped and women-headed households).

Under Swachh Bharat Mission (Urban), Central government incentive for construction of toilets is Rs. 4000 per household toilets for each identified beneficiary households.

(b) Yes. The incentive to eligible beneficiaries for construction of toilet has been recently increased from Rs. 10000 to Rs. 12000 with effect from 2nd October, 2014 with the launch of the Swachh Bharat Mission-Gramin (SBM-G). This programme emphasizes on behavior change and is not a supply-driven construction led programme. Therefore, Rs. 12,000 per toilet is an incentive amount and not a reimbursement of the cost of the toilet, which may be lower or higher than this incentive amount, depending upon several factors.
(c) Based on the data of coverage given by the States on the IMIS of the SBM-G, State/UT-wise, number and percentage of rural households defecating in open as on 30-11-2015 is at Annexure-1.

State/UT-wise, number and percentage of urban households defecating in open as per Census 2011 is at Annexure-2.

(d) State/UT-wise, Central share released during the last three years and the current year under Nirmal Bharat Abhiyan (1.4.2012 to 1.10.2014) / SBM(G) (2.10.2014 onwards) is at Annexure-3.

State/UT-wise, Central share released during the last three years and the current year under SBM(Urban) is at Annexure-4.

(e) The capturing of photographs has been included in the IMIS for proper accounting. The GoI assists the States in respect of any practical difficulties faced by the States in this regard.
Under SBM-G, the States have been given flexibility to adopt appropriate procedures to ensure desirable outcomes. The GoI has also written to the States to simplify various administrative processes and financing mechanism for providing incentives to the people under the scheme.
