(b) if so, the details of such centres across the country that conducts NIMHANS SLD Battery for adults; and

(c) the details of process for applying for SLD certification?

(a) & (b) On 04.01.2018, the Central Government notified disability assessment guidelines in respect of various disabilities recognised under the Rights of Persons with disabilities (RPwD) Act, 2016. These guidelines lay down the manner of evaluation of disabilities. In respect of specific learning disability (SLD), the certification is done for children aged 8 years & above only. The child has to undergo repeat certification at the age of 14 and 18 years. The certificate issued at the age of 18 years is valid for life.

The said guidelines also specify composition of medical authorities by States/UTs for assessment in respect of various disabilities including SLD.


(c) On 15.06.2017, the Central Government notified RPwD Rules, 2017. Rule 17-20 of these Rules deal with the manner of application & grant of certificate of disabilities. Further, the Central Government has made it mandatory for States/UTs to issue certificate of disability through UDID portal www.swavlambancard.gov.in w.e.f. 01.06.2021. This portal also provides for online submission of application for obtaining certificate of disability including SLD.
