Question : Medical Colleges under the CSS

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government proposes to establish/have approved 75 new medical colleges to be set up by 2021- 22 throughout the country, if so, the details thereof, State/UT-wise;

(b) whether 58 new medical colleges in Phase I and 24 under Phase II are to be set under the Centrally Sponsored Scheme (CSS) with fund sharing between centre and State, if so, the details thereof, State/ UT/district/location-wise including Madhya Pradesh and Tamil Nadu;

(c) the details of the financial allocations made and utilized for setting up medical colleges and hospitals along with the number of approved medical colleges already set up and operationalised and status of the pending medical college projects which were sanctioned under all the three phases;

(d) whether under the said Centrally Sponsored scheme it is the accepted policy of the Government to setup atleast one medical college in each headquarters/ district/constituency of the country including district Gopalganj in Bihar and Vishakhapatnam, Anakapallai and Araku constituencies in Andhra Pradesh;

(e) if so, the details of the districts in various States/UTs particularly Bihar not having a single medical college and the steps being taken by the Government to set up medical colleges in all the districts under different phases of the above scheme; and

(f) whether proposals have been received from the Government of Madhya Pradesh for setting up of medical college, if so, the details thereof including the extant status of these proposals?

(a): The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme for ‘Establishment of new Medical Colleges attached with existing district/referral hospitals’. The Phase-III of the Scheme has been approved by the Cabinet on 28.8.2019 to establish 75 more new medical colleges by 2022-23. The State/UT Governments have been requested to send their proposals under this Scheme along with Detailed Project Report as per Scheme guidelines for consideration by the Ministry. As on date 26 medical colleges have been approved. Details are at Annexure-I.
(b) & (c) Under Phase-I of the Scheme, 58 districts in 20 States/UT have been identified and approved. Total cost of establishment of one Medical College is Rs.189 crore to be shared by Central and States in the ratio of 60:40 (90:10 for NE/Special category States). Funds to the tune of Rs.7507.70 crore have been released to the State/UT Governments for the approved medical colleges under the Scheme. 42 medical colleges have become functional. Utilization Certificate amounting to Rs.2629.15 crore have been received from the State Governments. Details are at Annexure-II.
Further, under Phase-II of the Scheme, 24 new medical colleges in 8 States have been identified. The total cost of establishment of one Medical College under this Phase is Rs.250 crore to be shared by Central and States in the ratio of 60:40 (90:10 for NE/Special category States). The State Governments have identified the locations on Challenge mode. Out of 24 medical colleges, 22 have been approved till date and funds to the tune of Rs.2254.59 crore have been released to the State Governments. Details are at Annexure-III.
(d) & (e): It was proposed to expand the Scheme further to provide at least one medical college or an Institute with facilities for Post Graduate Medical education in each district of the country in a phased manner through public or private participation. The Cabinet has approved the above proposal to grant financial assistance to the States under Phase-III of the Scheme for establishment of 75 new medical colleges attached with existing district hospitals. The locations of the proposed 75 medical colleges in Phase-III will be selected by the State Government on Challenge Mode with preference given to Aspirational Districts. The list of districts which do not have a medical college is at Annexure-IV.
(f): Proposals for establishment of medical colleges at Rajgarh, Mandla, Khargone, Neemuch, Mandsaur and Sheopur districts have been received from the Government of Madhya Pradesh and have been examined by the Technical Evaluation Committee. The final approval is granted by the Empowered Committee.
