Question : Funds and Land Requirement for Kendriya Vidyalayas

(a) the details of fund allocation for the Kendriya Vidyalaya Sangathan for
opening new Vidyalayas in the country during the last five years including the
current year along with the number of schools opened, State/UT-wise ;
(b) whether it is a fact that the fund has been sanctioned for construction of
building of KV in Malajkhand in Balaghat District of Madhya Pradesh and if so,
whether the construction work for the same has been started ;
(c) if so, the details thereof and if not, the reasons therefor ;
(d) the number of KVs made operational during the last five years including current
year, State/UT-wise;
(e) the number of KVs approved by the Cabinet Committee during the last five
years including current year, State/UT wise; and
(f) whether the Government proposes to simplify the process of land allocation
for setting up new KVs and if so, the steps taken/ proposed to be taken to
speed up the land acquisition process?

(a)& (d): Grant-in-aid is provided to Kendriya Vidyalaya Sangathan (KVS) under
three distinct heads viz. Salaries, General and Capital Assets. The grants released
by the Government of India to KVS in the last 5 years and current year are as
follows:-

This allocation is made on a consolidated basis and not State / UT-wise. Part of this
fund is utilized by KVS for opening of new Kendriya Vidyalayas (KVs) also.New KVs
are opened under Civil / Project and Institute of Higher Learning (IHL) sectors. The
State / UT-wise details of KVs opened and made operational during the last five
years including the current year are given in Annexure-I.
(b) & (c): KVS has informed that administrative approval and expenditure sanction for
Rs.1831.62 Lakh was conveyed in June-2017 for construction of school building,
staff quarters, and boundary wall at KV Malajkhand. However, due to paucity of
funds the construction agency was advised not to initiate/accept tenders for the work.
Accordingly, the construction work could not be started.The stop order has since
been withdrawn by KVS on 11th July 2018.
(e) During the last 5 years including current year, 104 KVs under Civil Sector
have been sanctioned by the Cabinet Committee on Economic Affairs (CCEA). 54
KVs were sanctioned in March, 2014 out of which 53 have been opened. Another 50
KVs were sanctioned under ‘’Challenge Mode” in March, 2017 under which the
sponsoring authorities who fulfill the norms of KVS within a specific time frame on
“first come first served basis” were accorded priority and sanctions were utilized
accordingly. Administrative orders for opening of KVs would be issued by KVS only
after transfer of requisite land in favour of KV concerned. On completion of the
required pre-requisites, out of these 50 KVs, 37 KVs have been opened so far. State
wise details of these new KVs are given in Annexure-II.
(f) KVS does not acquire land for setting up of a new KV. The requisite extent of
land has to be provided, free of cost, by the sponsoring authority concerned.
