Question : Inner Line Permit

(a) whether despite having the fundamental right to move freely in any part of the country, it is required to secure Inner-Line Permit (ILP) to visit some parts of the country especially in north eastern States;

(b) if so, the details thereof;

(c) whether the Government proposes to enforce the practice of ILP in Dimapur district of Nagaland also;

(d) if so, the details thereof;

(e) whether the Government has a clear-cut policy to bring a specific area
under ILP; and

(f) if so, the details thereof?

(a) to (f): Inner Line Permit system is governed by Bengal Eastern Frontier Regulations (BEFR), 1873. As per these Regulations, Indian citizens require Inner Line Permit to visit States of Arunachal Pradesh, Mizoram and Nagaland, excluding Dimapur District. The proposal of State Government to extend Inner Line Permit system to Dimapur is under discussion with the State Government. Something could be said only when a decision is taken in this regard.
