(a) & (b): Yes, Sir.
The Government of India is providing financial assistance for production and distribution of improved/High Yielding Varieties (HYVs) seeds to the States and implementing agencies through various ongoing Crop Development Programmes/Schemes viz. National Food Security Mission (NFSM), Bringing Green Revolution in Eastern India (BGREI), Rashtriya Krishi Vikas Yojana (RKVY), Mission for Integrated Development of Horticulture (MIDH), Sub-Mission on Seeds & Planting Material (SMSP) under National Mission on Agricultural Extension & Technology (NMAET) etc.

(c) & (d): Yes, Sir.
For providing improved varieties of seeds to the farmers in Bundelkhand region following steps is being taken.
i. Government of Madhya Pradesh has constructed 22 Seed Distribution centres (Agriculture Input Centres) in Bundelkhand region (Madhya Pradesh).
ii. Government of Uttar Pradesh is providing special subsidy up to 80% on seed cost under the scheme Subsidy on Certified Seed Distribution including 7 districts of Bundelkhand.
iii. Farmers Producers Organizations (FPOs) and Agri-junctions have also been authorized to distribute quality seeds.
iv. One Seed Hub on Oilseeds has been established under the Rani Laxmi Bai Central Agricultural University, Jhansi which is catering to the need of mustard seeds of Bundelkhand farmers.
