Question : NATIONAL REGISTRY OF DRIVING LICENCES AND VEHICLES



(a) whether the Government has any proposal for setting up a National Registry of all driving licences and vehicles registered in the country;

(b) if so, the details thereof;

(c) whether the Government has issued any guidelines in this regard;

(d) if so, the response received from the States thereto;

(e) whether the States have been fully equipped to make the transport project successful; and

(f) if so, the details thereof alongwith the time frame for the implementation of the project?

MINISTER OF THE STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS (SHRI MAHADEO SINGH KHANDELA)

(a) & (b) Yes, Sir. The Government has already sanctioned a project for computerization of RTOs/STAs their interconnectivity as well as creation of State and National Register of Driving Licence and Registration Certificates at a total cost of Rs.148 crores.

(c)& (d) No guidelines in this regard are required to be issued. However, all the States/UT’s have extended full support to the project.

(e) Yes Sir, The government has also provided assistance to the States in terms of hardware, networking and technical manpower.

(f) As per information available with this Ministry, 100% computerization has been achieved in 26 States/UTs and 908 RTOs have been computerized. Further, 100% connectivity has been achieved in 23 States/UTs. Network connectivity has been established in 888 RTOs. Keeping in view the nature and volume of the work involved, no definite time frame could be envisaged at this stage.
