Question : Development of Homoeopathy

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) whether the Government is emphasizing on the use of Homoeopathy;

(b) if so, the action taken in this direction during the last three years;

(c) whether shortage of professors in homoeopathy has also been noticed; and

(d) if so, the steps taken by the Government so far to meet this shortage?

(a): Homoeopathy system of medicine is one of the recognized system of medicine under the Ministry of AYUSH.
The education and practice of Homoeopathy, is regulated by Central Council for Homoeopathy a statutory body constituted under the provisions of Homoeopathy Central Council Act, 1973.
The research of Homoeopathy is conducted through an apex autonomous Research Council namely, Central Council for Research in Homeopathy, which has a network of 24 institutes/units and 08 treatment centres all over India wherein homoeopathic treatment is provided.
Government of India is implementing Centrally Sponsored Scheme of National AYUSH Mission (NAM) through States/UTs for promotion and development of AYUSH system including Homoeopathy. Under NAM grant-in-aid is being provided to State/UT Governments as per their proposed State Annual Action Plans (SAAPs).

The Ministry of AYUSH has also setup an apex autonomous National Institute of Homeopathy at Kolkata, which is conducting under graduate and post graduate courses in homoeopathy. Further, an extension center of National Institute of Homoeopathy has also been envisaged by the Ministry at Narela, New Delhi.
The Ministry of AYUSH has also upgraded a central Research institute into a postgraduate teaching center namely, National Homoeopathy Research Institute in Mental Health(NHRIMH) at CRI (H), Kottayam, Kerala.
The drug related matter of Homoeopathy is regulated in accordance to the provisions of Drugs and Cosmetics Act, 1940 and Rules, 1945. Under the provisions of Drugs and Cosmetics Act, 1940, Homoeopathy Pharmacopeia Laboratory, Ghaziabad was established, which works as an apex laboratory to prescribe the standards of Homoeopathy medicines.
(b): The Ministry through the Central Council for Research in Homoeopathy is promoting and popularizing Homoeopathy by participating in Arogya exhibitions/health melas etc. During the last three years and current year, 115 Health Mela/ Arogya/ medical camps have been conducted in which information and educative material has been distributed to the public emphasizing the use of Homoeopathy.
Under National AYUSH Mission (NAM) an amount of Rs. 331.01 crore, Rs. 417.11 Crore and 489.07 Crore have been released to respective States / UTs for different activities including Homoeopathy during the year 2015-16, 2016-17 & 2017-18 respectively for Co-location of AYUSH facilities at Primary Health Centers (PHCs), Community Health Centers (CHCs) and District Hospitals (DHs), Up-gradation of exclusive State Government AYUSH Hospitals and Dispensaries, Setting up of upto 50 bedded integrated AYUSH Hospital, Supply of essential drugs to AYUSH Hospitals and Dispensaries, Up-gradation of State Government/ Government aided for under-graduate and post-graduate Educational Institutions and setting up of new State Government AYUSH Educational Institutions in the States where it is not available in Government Sector in the State.
The education sector has also been developed during the last three years. As against 197 Homoeopathic Colleges in 2015-16, there are total 236 Homoeopathic Colleges as on 30th November, 2018.
As against 13,658 under graduate and 1139 post graduate seats in 2015-16, there are 17,293 Under Graduate seats and 1328 Post graduate seats in Homoeopathy as on 30th November, 2018.
(c ) & (d): The shortage of teachers including Professors has been observed in some colleges by the Ministry while examining the inspection reports furnished by the Central Council of Homoeopathy for granting permissions.
The requirement of teaching staff including Professors has been prescribed in Homoeopathy Central Council (Minimum Standards Requirements for colleges and its attached hospitals).
The age of superannuation of teachers is as per the Central Government or State Government or University Grants Commission norms as applicable to a particular college and the retired teachers fulfilling the eligibility criteria can be re-employed up to the age of sixty five years as full time teacher.
