Question : DELAY IN THE CONSTRUCTION OF NEWLY PROPOSED AIIMS



(a) whether the Government has taken note of the delay in the construction of newly proposed AIIMS in different States which led to massive cost overruns;

(b) if so, the details thereof indicating the cost overruns in each of the AIIMS under construction along with the reasons therefor;

(c) whether equipment worth crores of rupees purchased for the aforesaid AIIMS are lying unutilised and the said institutes also lack super speciality departments; and

(d) if so, the details thereof along with the corrective steps taken/being taken by the Government in this regard?

(a) & (b): In respect of six new AIIMS already approved under PMSSY Phase-I, the delay in construction is mainly due to site specific issues, delays in supply of drawings by Design DPR Consultants, obtaining of local body approvals and finalization of revised cost estimates, inadequate bid responses in some cases etc. There is no massive cost overruns in construction activities undertaken at all the six AIIMS.

(c) & (d): No. The equipment purchased as per the requirements and are being utilised. There is a provision of 15 Super Speciality departments in each of six new AIIMS under PMSSY. However, Super Speciality services have not been started at AIIMS Jodhpur, AIIMS Raipur and AIIMS Bhopal. Super Speciality Services at AIIMS Patna, AIIMS, Bhubaneswar and AIIMS Rishikesh have started partly. Necessary steps such as completion of buildings, procurement of medical equipment, faculty and non-faculty recruitment and other statutory approvals are being taken to start Super Speciality Services.
