Question : Development of AYUSH Clusters

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) the progress in promotion and development of AYUSH drugs through clusters approach in the country;

(b) the funds allocation and utilization under the scheme during the last three years, State/UT-wise; and

(c) the details regarding implementation of the said scheme in Tamil Nadu?

ANSWER
THE MINISTER OF STATE (IC) OF THE MINISTRY OF AYURVEDA,

(a): The scheme “Development of AYUSH Clusters” was implemented in 11th year plan with the objective to fill in the critical gaps in the sector especially related to standardisation, quality assurance and control, productivity, marketing, infrastructure and capacity building through a cluster based approach, preferably for classical Ayurveda, Unani and Siddha (ASU) and Homoeopathic drugs and to encourage the level of organisation in the sector thereby creating social capital for sustainability of collective initiatives.

A total of 10 Clusters were given Grant-in-aid under the scheme in different parts of the country.
(b): Cluster scheme is a central sector scheme and there is no provision under the scheme for State-wise allocation of funds.

However, details of funds allocated and utilized under this scheme in last three financial years are as follows:
2015-16: Allocated Budget- Rs 10.60 Crore
Actual Expenditure - Rs 8.41 Crore
2016-17: Allocated Budget- Rs 12.00 Crore
Actual Expenditure- Rs 0.09 Crore
2017-18: Allocated Budget- Rs 1.00 Crore
Actual Expenditure- Rs 1.00 Crore
(c): Under the scheme, only one Cluster i.e. M/s Traditional AYUSH Cluster Pvt Ltd., Chennai, Tamilnadu was sanctioned. The total project cost was Rs 16.59 Cr, for which a Grant-in-aid of Rs 9.65 Crore was sanctioned.
