Question : INVOLVEMENT OF PRIS IN NREGS



(a) whether it has come to the notice of the Union Government that Panchayati Raj Institutions are being kept out of the implementation of National Rural Employment Guarantee Scheme (NREGS) in certain States; and

(b) if so, the details thereof and the action taken by the Government in this regard?

(a) & (b): No, Sir. In accordance with Section 13 (1) of the NREG Act, 2005, Panchayats at district, intermediate and village levels shall be the principal authorities for planning and implementation of the Schemes made under the Act. As per Section 16 of the Act, Gram Panchayats have been assigned a pivotal role in the implementation process. They are responsible for planning of works, registering households, issuing job cards, allocating employment, executing at least 50% of the works in terms of cost and monitoring the implementation of the scheme at the village level.
