Question : EXPENDITURE ON UNIVERSITY EDUCATION



(a) The expenditure incurred on university education during the last three years, year-wise/university-wise;

(b) Whether the expenditure incurred on the said programme to meet the increasing demand is not adequate;

(c) If so, whether the Government proposes to spend more funds on university education during the current year;

(d) If so, the details thereof; and

(e) If not, the reasons therefor?

(a) to (e): According to the information furnish by University Grants Commission(UGC) the grants paid to the Universities during 2007-08 and 2008-09 under various Schemes is at Annexure I. The information for the year 2009- 10 is yet to be compiled by UGC and will be separately laid on the table of the House. The allocation of funds to universities is circumscribed by the overall availability of funds as approved by Parliament in the Budget. In so far as Central Universities are concerned, there has been an increase in funding to such universities in the Eleventh Five Year Plan period and sufficient funds have been made available consistent with their ability to spend. In respect of universities established by enactments of State Legislatures, the primary responsibility for fulfilling the financial requirements of such universities vests upon the State Government and the UGC supplements the funds requirement for achieving specific developmental objectives. A budgetary allocation in the current year to the University Grants Commission (UGC) is envisaged Rs.4390 crore for Plan Schemes as compared to the funds provided of Rs.3589.85 crore for Plan schemes in the year 2009-10.
