(a) the status of the plan scheme entitled Expertise for Planning Process-Payment for Professional and Special Services (PPSS);

(b) the number of specific studies undertaken and the details thereof;

(c) whether it is difficult to assess the type or number of studies requiring the services of experts; and

(d) if so, the steps taken to overcome the problem in this regard ?

(a): A budget provision is made by the Planning Commission in the Plan Scheme entitled, `Expertise for Planning Process – Payment for Professional and Special Services [PPSS]` for making payment of consultancy fee/remuneration and also the payment of Travelling Allowance/Daily Allowance etc. to the Consultants engaged by the Planning Commission from time to time for undertaking specific studies/assignments as per the need of the Commission. Budget provision for 2005-06 is Rs.40.00 lakhs.

In the matters relating to the appointment of Consultants, the Planning Commission invariably follows the guidelines issued by the Department of Personnel and Training (DoPT). Besides, an authorization has also been given to the Planning Commission to engage the services of the Consultants (either Individuals or Institutes in the relevant fields) on payment of a consolidated amount fixed/decided with reference to each assigned task.

(b): The payments to the Consultants appointed as per DoPT`s guidelines are made on a monthly basis, whereas in the case of assignments given to the Institutes/ Individuals on a consolidated amount, this payment is made in installments linked with the progress of their work. Total amount of Rs.31,64,373 /- , (Rs.22,12,087/- to those consultants appointed on monthly basis and Rs.9,52,286/- to those Institutes/Individuals who have been given assignments on a consolidated amount) has been released so far during the current financial year (Details at Annexure I). This amount includes the payments released during 2005-2006 towards the committed assignments of previous years also.

(c): The Planning Commission has been authorized to engage 25 Consultants at a time as per the DoPT`s guidelines. Therefore, the Commission makes a tentative provision at the time of formulating Budget Estimates and full details are sometimes not available at that point of time. However, more realistic picture becomes available at the RE stage when the budget allocation is revised accordingly as per the actual need.

(d): The Planning Commission is now able to formulate its budget proposals under the Scheme on a more realistic basis in view of the past experience.
