Question : ULTRA MEGA POWER PROJECTS



(a) the details of Ultra Mega Power Projects (UMPP) under public-private partnership along with their power generation capacity approved by the Union Government during the Twelfth Five Year Plan and the actual generation capacity, present status of ongoing UMPP;

(b) whether the Government has any proposal to set up more UMPP In the country;

(c) if so, the details thereof including the total investment proposed therein and the power generation capacity likely to be added by these projects along with the time by which these projects are likely to start production;

(d) whether there is any time over-run in completion of these projects awarded to some companies and if so, the reasons for delay in the implementation of these projects along with the steps being taken by the Government for their speedy implementation, project-wise;

(e) whether while awarding contracts any right of first refusal given to State owned companies like National Thermal Power Corporation Limited, National Hydroelectric Power Corporation etc. and if so, the details thereof; and

(f) whether the UMPP already commissioned were allowed to increase the originally contracted tariff price and if so, the reasons therefor?

(a): The details of Ultra Mega Power Projects (UMPPs) along with their power generation capacity and present status of awarded UMPPs is given at Annex-I.

b) & (c): Four UMPPs have already been awarded to the successful bidders. Details of other eleven UMPPs in pipeline are given at Annex-ll. Indicative Project cost of each UMPP is about Rs. 25000-30000 crores. Entire investment is to be made by the developer selected through International Competitive Bidding Process. Commissioning schedule of these UMPPs can be given only after the projects are awarded to the developers. Each UMPP has generation capacity of approximately 4000 MW.

(d): There is some delay in implementation of two out of the four awarded UMPPs so far. The issues have already been informed to the concerned Ministry/Department and State Governments. Project wise details are given below:

(e) : State owned companies may participate in the bidding process for UMPPs. However, these companies do not have any first right of refusal.

(f): For Mundra UMPP, developer has been allowed by the regulator to increase the tariff to compensate increase in cost of imported coal from Indonesia due to change in Indonesian coal Regulation and increase in Foreign exchanges rates.
