(a) whether a number of Cantonment Boards in the country are
being manned by unelected public representatives;
(b) if so, the details thereof and the reasons therefor;
(c) the manner in which the problems of the local civilians
in areas under these Boards are being solved;
(d) whether the Government has constituted any Advisory Council until the elected Board is constituted;
(e) if so, the details thereof; and
(f) the time by which the elections will be held in these Cantonment Boards?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF LOK SABHA STARRED QUESTION NO.398 FOR 21.4.2005
1. Out of sixty two Cantonment Boards, sixty one are manned by officials and nominated members and one Board has a term up to 13th June, 2005 (The list is enclosed). The term of elected members of 61 Boards has expired. A new legislation for the Cantonment boards, namely the Cantonments Bill 2003 has been introduced in Parliament which is under examination of the Parliamentary Standing Committee on Defence.
2. Section 14 of the Cantonments Act, 1924 empowers the Central Government to vary the constitution of the Board in any Cantonment. Such reconstituted Cantonment Boards take care of the problems of the local civil population in Cantonments.
3. The Government has not constituted any advisory council for Cantonments.
4. It is proposed to conduct the elections of all the Cantonment Boards as per the provisions of the new Cantonments Act.
