Question : Girls Education

(a) the efforts taken/being taken by the Government to promote education of girls in educationally backward blocks of the country during the last five years;

(b) the number of Kasturba Gandhi Balika Vidyalayas (KGBVs) opened in the country particularly in Bihar for SCs/STs during the last five years; and

(c) the number of KGBVs which have been upgraded to senior secondary level under Integrated Scheme of School Education-Samagra Shiksha in Bihar State?

(a): Department of School Education and Literacy (DoSEL), Ministry of Education is implementing Samagra Shiksha - an Integrated Scheme for School Education (ISSE). Bridging gender and social category gaps at all levels of school education is one of the major objectives of the Integrated Scheme. Under Samagra Shiksha, there are various initiatives for promotion of girl’s education which include opening of schools in the neighbourhood to make access easier for girls, additional teachers and residential quarters for teachers in remote/hilly areas appointment of additional teachers including women teachers, free textbooks, free uniforms, and separate toilets for girls, teachers’ sensitization programmes to promote girls participation, gender-sensitive teaching-learning materials including textbooks etc.
To promote education of girls in Educationally Backward Blocks (EBBs) of the country,D/o SE&L, Ministry of Education has sanctioned Kasturba Gandhi Balika Vidyalayas (KGBVs) in EBBs. KGBVs are residential schools from class VI to XII for girls belonging to disadvantaged groups such as SC, ST, OBC, Minority and Below Poverty Line (BPL) families. The objective behind establishing KGBVs is to ensure access and quality education to girls from disadvantaged groups by setting up residential schools and to reduce gender gaps at all levels of school education. As on 11.01.2021, a total of 4886 KGBVs are operational in the country with the enrolment of 6.07 lakh girls.
(b): During the last five years, 94 KGBVs were sanctioned under erstwhile scheme of Sarva Shiksha Abhiyan, 516 Girls Hostels were sanctioned under the erstwhile scheme of Rashtriya Madhyamik Shiksha Abhiyan and 52 KGBVs have been sanctioned 2018-19 onwards under the Integrated Scheme of Samagra Shiksha in the country. Out of these, 133 Girls Hostels were sanctioned in the State of Bihar, which have now been subsumed under Samagra Shiksha as KGBVs.

(c): A total of 92 KGBVs have been upgraded up to senior secondary level under Samagra Shiksha in the state of Bihar.
