Question : EXEMPTION FROM TRANSFER



(a) whether the Government proposes to exempt the employees who are care givers of Autistic child and elderly parents from routine transfers;

(b) if so, the details thereof;

(c) whether the Government has received any representation in this regard and if so, the details thereof; and

(d) the details of pending transfer requests from such employees including employees in various PSUs praying to return to home sector?

(a) & (b): Department of Personnel & Training has issued an Office Memorandum No.42011/3/2014-Estt.(Res) dated the 6th June, 2014 exempting a Government servant, who is also a care giver of disabled child from the routine exercise of transfer/rotational transfer subject to the administrative constraints. The Office Memorandum stipulates that the word ‘disabled’ includes (i) blindness or low vision (ii) hearing impairment (iii) locomotor disability or Cerebral Palsy (iv) leprosy cured (v) mental retardation (vi) mental illness and (vii) multiple disabilities.

(c): A few representations have been received requesting to include “autism” as one of the category for getting this benefit.

(d): No Centralized data is maintained in this regard.
