Question : Facilities under PMKSY

(a) whether the Government proposes Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) for the benefit of farmers in various States of the country and if so, the details and the objectives thereof;
(b) the details of the facilities being provided by the Government under the said Yojana, State-wise including Maharashtra;
(c) whether the Government has reviewed the overall implementation of the Yojana;
(d) if so, the details thereof and the results achieved so far under the Yojana, State/UT-wise including Maharashtra; and
(e) the percentage of unit cost of sprinklers, micro sprinklers, drip equipment and other agriculture equipment being provided by the Government to the farmers under PMKSY, State-wise including Karnataka?

(a) to (d): Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during the year 2015-16 with the objective to enhance physical access of water and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices etc. The progress of implementation of PMKSY Yojana is reviewed/ monitored regularly at different levels. The components of PMKSY and the facilities/ activities being provided to States including Maharashtra under each of the component is as under:


i. Accelerated Irrigation Benefit Programme (AIBP): To focus on faster completion of ongoing Major / Medium Irrigation projects. From 2016-17 onwards, 99 prioritized Projects have been identified for expeditious completion adopting innovative funding through creation of ‘Long Term Irrigation Fund’ under NABARD for Mission Mode completion of projects. This component is being implemented by Deptt. of Water Resources, River Development & Ganga Rejuvenation (DoWR,RD&GR). State wise details of Central Assistance released and achievements under PMKY-AIBP is given at Annexure I.

ii. PMKSY -Har Khet Ko Pani (HKKP): Command Area Development & Water Management (CAD&WM) activities of AIBP projects, Source augmentation, distribution, ground water development, lift irrigation, repair, restoration, renovation (RRR) of traditional water bodies. This component is being implemented by DoWR,RD&GR. State wise details of Central Assistance released and achievements under CAD&WM, Surface Minor Irrigation (SMI) scheme, RRR of Water Bodies scheme is given at Annexure II, III & IV respectively.

iii. PMKSY- Watershed Development Component (WDC): Ridge area treatment, drainage line treatment, soil and moisture conservation, water harvesting structure, livelihood support activities and other watershed works. This component is being implemented by Department of Land Resources. State wise details of Central Assistance released and achievements under PMKSY-WDC is given at Annexure V.

iv. PMKSY- Per Drop More Crop (PDMC): To address the water use efficiency at farm level through Micro Irrigation viz. Drip and Sprinkler Irrigation Systems. This component is being implemented by Department of Agriculture & Farmers Welfare (DA&FW). State wise details of Central Assistance released and achievements under PMKSY-PDMC is given at Annexure VI.


(e): Financial assistance @ 55% for small & marginal farmers and @ 45% for other farmers of the unit cost for installation of Micro Irrigation viz. Drip and Sprinkler Irrigation systems is available under the Per Drop More Crop component of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY-PDMC) as per the Operational Guidelines of the Scheme issued by DA&FW, Government of India. In addition, some States provide additional incentives/top up subsidy under the PDMC for encouraging farmers to adopt Micro Irrigation (MI). The State wise details of percentage financial assistance/subsidy provided to the farmers for installation of MI systems under the scheme including Karnataka is given at Annexure VII.
