STATEMENT IN REPLY TO LOK SABHA STARRED QUESTION NO. *49 FOR 6.2.2018 BY SHRI S.R. VIJAYAKUMAR AND SHRI BIDYUT BARAN MAHATO REGARDING ‘SURVEY ON POLICE STATIONS.’
(a) : According to data submitted by BPR&D, the total number of Police Stations functioning in the country are 15579. The State-wise and UT-wise details, as on 1.1.2017 is at Annexure-I.
(b): Yes Madam, a survey was conducted by the Quality Council of India (QCI). A detailed methodology incorporating assessment of performance, infrastructure and citizen feedback were prepared in association with QCI. During the survey a list of 59 Police Stations were prepared, wherein, two best Police Stations were nominated by each State whereas one Police Station was nominated by each UT. The aim of the survey was to bring healthy competition, ultimately resulting in improvement in law & order situation, crime prevention and prosecution rate.
(c): The criteria fixed for evaluating the Police Stations was prepared by BPR&D covering almost all the aspects required for grading a Police Station. Overall scoring was arrived by allocating weightages to ‘Performance’ and ‘Infrastructure & Citizen Feedback’ in the ratio of 80:20.
The criteria to assess the ‘Performance’ were Crime Prevention and proactive measures, Action against anti-social elements, Disposal of cases, Detection work, Back-end work, Community policing and Maintenance of Law & Order.

The criteria to assess the ‘Infrastructure and Citizen Feedback’ were Infrastructure of the Police Station Building, Discipline & Approachability of the personnel, Storage of Records and Infrastructure of Mess & Barracks. Further, responses were obtained from the people approaching the Police Stations and also from common people regarding their satisfaction on delivery of services by policemen, their attentiveness and visibility at the time of crime.
Further Assessors were trained to ensure quality and consistency in the survey across police stations. To ensure authenticity of data, the samples were collected on real time basis. A list of top ten Police Stations emerged from survey is at Annexure-II.
(d) & (e): To equip the State Police Forces with latest equipment and technological advancement, the State Governments are being funded under the Scheme for Modernisation of State Police Force (MPF) by the Ministry of Home Affairs. The data regarding total funds allocated/released/utilized for modernization of police forces in the country during each of the last three years and the current year is at Annexure-III.
Further, as ‘Police’ is a State subject under the Seventh Schedule of the constitution of India, it is the primary responsibility of the State Governments/UTs administrations to improve policing. However, in this regard, the Centre Government assists the States/UTs from time to time.
