Question : HIRING OF GODOWNS



(a) whether the Food Corporation of India (FCI) has formulated any policy regarding hiring of godowns on rent;

(b) if so, the details thereof indicating the number and details of godowns hired during each of the last three years and the current year, State-wise;

(c) whether the FCI has refused to hire some of the godowns built in accordance with the designs and speci- fications provided by it and the financial contribution made by the concerned person on technical grounds; and

(d) if so, the details thereof indicating the number of such godowns, State-wise?

(a)&(b): To supplement its own capacity, Food Corporation of India (FCI) hires godowns from Central Warehousing Corporation (CWC), State Warehousing Corporations (SWCs) or State agencies. Private godowns are hired depending on the requirement for short durations, in case adequate vacant storage space or godowns are not available in CWC/SWCs/State agencies. The total number of godowns hired year-wise is given below.

Government of India has formulated a scheme called Private Entrepreneurs Guarantee (PEG) scheme for augmentation of storage capacity by FCI in Public Private Partnership (PPP). Under this scheme, FCI pays guaranteed hiring charges for 10 years in case of private investors and 9 years in case of CWC, SWCs and other State agencies. Year-wise details of godowns hired under the PEG Scheme are as under:-

(c)&(d): No Madam. Till date, FCI has not declined to hire any of the godowns built in accordance with the designs and specif- ications provided by the FCI under PEG Scheme.
