Question : Allocation of Funds to PRIs

(a) whether it is a fact that more than two lakh crore rupees have been allocated to Panchayati Raj Institutions (PRIs) onthe recommendations of the 14th Finance Commission during its award period;
(b) if so, the allocations made and expenditure incurred during the last five years, State-wise including Haryana;
(c) the States that have prepared and implemented Gram Panchayat Development Plan; and
(d) whether the Government has raised the budgetary any allocation from the year 2014 onwards and if so, the details thereof, State-wise including Haryana?

(a) Yes.
(b) Allocation and release of Finance Commission Grants to rural local bodies to States including Haryana from FY 2013-14 to FY 2018-19 are given at Annexure-I.
(c) All States, which have Panchayats constituted under Part IX of the Constitution, have issued their State specific Guidelines for Gram Panchayat Development Plan (GPDP). Accordingly, GPDPs have been prepared and implemented in Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Jammu and Kashmir, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand and West Bengal.
(d) Under the Finance Commission award, year wise allocation of grants to rural local bodies, has increased from Rs. 18042.86 crore for FY 2014-15 to Rs. 60687.13 crore for FY 2019-20. State wise details of allocation including Haryana are given in Annexure II.
Backward Regions Grant Fund (BRGF) was implemented by the Ministry of Panchayati Raj till 2014-15. It was delinked from budgetary support of the Union Government w.e.f. FY 2015-16. Details of funds allocated/released to States for the district component of the programme for the year 2014-15 are given at Annexure III.

Under the Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA)/Capacity Building-Panchayat Sashaktikaran Abhiyan (CB-PSA)/Rashtriya Gram Swaraj Abhiyan (RGSA) funds released during the years 2014-15 to 2018-19 (as on 26.12.2018) are given at Annexure IV and the Budget Estimate (BE)/Revised Estimates (RE) during the period for these schemes is given at Annexure V.
