Question : DISINVESTMENT OF STATE PUBLIC SECTOR UNDERTAKINGS



(a) whether the Government advised the State Government to pursue privatisation policy for privatisation of State public sector undertakings to mobilise resources needed for development;

(b) if so, the details thereof alongwith reaction of the State Governments;

(c) the action taken/proposed to be taken by the State Governments in this regard, State-wise; and

(d) the details of the targets proposed for mobilisation of funds through disinvestment, State-wise?

(c) & (d) According to the information available, there are 946 state level PSEs out of which 241 are not working, 551 are incurring losses while 100 are not submitting their accounts.Various State Governments have drawn up action plans for and been engaged in disinvestment / privatisation of state level public enterprises. Some states have availed/are availing international assistance from the Asian Development Bank, World Bank etc. in this regard. States like Punjab and Uttar Pradesh have set up the Disinvestment Commission and in 17 states, from where, information has been collected, disinvestment process has been initiated in 46 stat-level PSEs. Since privatisation/ disinvestment of state level public sector undertakings falls within the jurisdiction of the State Governments concerned, the States are taking action in pursuance of their disinvestment plan / policy.
