Question : `NIRMAL GRAM` VILLAGES



(a) whether the condition of sanitation in villages/panchayats which have received Nirmal Gram Puraskar (NGP) does not remain the same as follow up programmes are not timely implemented in these Panchayats to maintain their status of ‘Nirmal Gram’;

(b) if so, the number of Panchayats where from such incidents have been reported, State-wise;

(c) whether any social audit is conducted with regard to the declared Nirmal Gram Panchayats and if so, the outcome of such social audit;

(d) the State-wise details of payments made to the agencies carrying our survey in villages applying for Nirmal Gram Puraskar in the country; and

(e) the targets set and achievements made under NGP programme during each of the last three years and the current year and whether the Government proposes to review the guidelines under Nirmal Gram Puraskar so as to make it more effective and if so, the details thereof?

(a) and (b) The Ministry of Drinking Water & Sanitation has done a study titled “Assessment Study of Impact and Sustainability of Nirmal Gram Puraskar (NGP)” on the NGP awarded Gram Panchayats (GPs) in 2011. Overall, around 81% of the total sample NGP-GP households reported access to any type of latrines. 19% of the total sample NGP-GP-households reported lack of access to any latrine.
As per the existing Nirmal Gram Puraskar Guidelines, 75% of the award money is to be released to the GP after the district verifies the sustainability of Nirmal Gram status.
(c) Under Swachh Bharat Mission (Gramin) guidelines, the provision for Social Audit exists.

(d) State-wise payments made to the agencies that carried out survey in villages applying for Nirmal Gram Puraskar 2013-14 is at Annexure-1.

(e) Nirmal Gram Puraskar (NGP) is an award given after due verification to the Gram Panchayats that fulfill the laid down criteria. The NGP awarded GPs during the last 3 years, and current year is as under :

Under the new Swach Bharat Mission (Gramin), it is proposed to revise the Guidelines of Nirmal Gram Puraskar to formulate an improved scheme.
