Question : ADDITIONAL FINANCIAL ASSISTANCE UNDER MEGA CITY SCHEME



(a): whether the Union Government have received proposals from various State Governments to sanction the additional financial assistance under the Mega City Scheme during the last three years;

(b): if so, the details thereof;

(c): the details of proposals received/cleared/pending/rejected during the said period, State-wise;

(d): the additional financial assistance provided to States during each of the last three years, State-wise and Scheme-wise;

(e): the extent to which the financial assistance has been enhanced for the Ninth Plan as compared to the Eighth Plan; and

(f): the details of schemes going on in various States at present under the Mega City Scheme alongwith the work completed thereunder and the amount allocated duirng each of the last three years and for the current year for the purpose?

(a)to(d): Governments of Tamil Nadu and West Bengal had requested for sanctioning additional funds under the Mega City Scheme. Both the State Governments had requested for Rs.50 crores each. As the funds allocated in the budget for the scheme are disbursed to the five cities of Mumbai, Calcutta, chennai, Hyderabad and Bangalore in accordance with the guidelines which were framed with the concurrence of the State Governments, this Ministry could not sanction additional funds beyond the budgetary allocation.

(e): The funds allocated for this Scheme under the 8th Plan were Rs.219.30 crores while Rs.313.69 crores have been allocated for the Scheme in the 9th Plan upto 2000-2001.

(f): The funds allocated by the Government of India under the Scheme during the last three years and the current year are as under:

Under the Scheme projects are sanctioned by a State Level Sanctioning Committee. The projects undertaken under the Scheme ralate to development of urban fringes, urban renewal, slum improvement & rehabilitation, laying/improvement/widening of arterial/sub-arterial roads, laying of ring-roads/outer rings/byepasses, construction and development of truck terminals, improvement to water supply and sewerage and drainage systems, solid waste disposal schemes and setting up of urban waste composting plants in the cities to convert garbage into manure, environmental improvement and sanitation, city beautification scheme, construction of large commercial and trade complexes, construction of buildings like working women hostels, barat ghars, old age and destitute children homes, night shelters with community toilets etc.

The State Level Sanctioning Committees in all the five mega cities have approved 389 projects costing Rs.3164.44 crores. 94 projects have been completed and 295 projects are under implementation or yet to be taken up for implementation.
