Question : Solid and Liquid Waste Management

(a) the guidelines/norms issued by the Government for Solid and Liquid Waste
Management (SLWM) Projects in the country;

(b) whether the Government has implemented any programmes to make the people aware about SLWM Projects in rural areas;

(c) if so, the details thereof and if not, the reasons therefor;

(d) the details of the financial and technical assistance provided by the Government for SLWM Projects across the country so far, State/UT-wise;

(e) the number of Regional and National workshops on SLWM Projects held across the country during each of the last two years and the current year along with the outcome of such workshops State/ UT-wise; and

(f) the other steps taken/being taken by the Government in this direction?

(a) The SBM (G) Guidelines also has guidelines on Solid and Liquid Waste Management (SLWM). The Ministry has further shared Guidelines on Solid and Liquid Waste Management (SLWM), National Guideline on Menstrual Hygiene Management, A Source Book on SLWM in Rural Areas and an SLWM Primer to help the States to take-up SLWM Projects. Under this component, activities like compost pits, vermi composting, biogas plants, low cost drainage, soakage channels/ pits, reuse of waste water and system for collection, segregation and disposal of household garbage and menstrual hygiene management etc. can be taken up. States/UTs have the flexibility to adopt the SLWM method which it considers appropriate. Funds for Solid and Liquid Waste Management activities with cap of Rs. 7/12/15/20 lakh are available for Gram Panchayats having upto 150/300/500/ more than 500 households.

(b) & (c) The SBM(G) guidelines provide flexibility to the States/UTs in implementation of the programme which includes SLWM also. States/UTs have the flexibility to adopt the SLWM method which it considers appropriate.
Under Swachh Bharat Mission (Gramin), up to 8% of total resources under the programme can be spent on Information, Education and Communication (IEC) - of these 5% are to be spent at the State and district levels. Keeping in view the greater impact of engaging with people through direct communication many States are focusing on community approach, wherein the people are directly triggered and made aware about the importance of sanitation and Solid and Liquid Waste Management.

(d) Funds for Solid and Liquid Waste Management activities with cap of Rs. 7/12/15/20 lakh are available for Gram Panchayats having upto 150/300/500/ more than 500 households.
Regarding technical assistance to States, exhibitions and workshop are held at regular intervals to disseminate various innovative technologies & best practices among the States for adoption. Under SBM-G, component-wise funds are not released. However, State/UT-wise central share released under SBM (G) during the last 3 years and the current year is at Annexure-1.
(e) Three regional workshops were organized at Trivandrum, Guwahati and Ranchi during 2014-15. A National workshop on SLWM was organized in New Delhi on 21.04.2015. Also a National workshop on SLWM was organized at Trivendrum, Kerala on 15th and 16th July, 2016. States are also organising the Workshop on SLWM regularly. Three Exhibitions were organized in New Delhi on 26-27th August 2014, 23-24 January 2015 and 2-3 July 2015 wherein innovative technologies in respect of Solid and Liquid Waste Management were showcased to various State Governments.

(f) The following steps have been undertaken to accelerate implementation of SLWM Projects : -
• Provision for Consultants for SLWM.
• Open Defecation Villages are prioritised for SLWM
• Convergence with MGNREGS/14th Finance Commission Grants/State funds/CSR funds for SLWM
• Additional funds are also available in World Bank LIS Project being implement in 4 States, Bihar, Uttar Pradesh, Jharkhand and Assam.
• Successful SLWM models shared with States
