Question : Irregularities under PMGSY

(a) whether efforts have been made by the Government to evolve a mechanism to fix direct responsibility on defaulting agencies and persons so as to check malpractices under the Pradhan Mantri Gram Sadak Yojana (PMGSY);

(b) if so, the details thereof and the extent of success achieved in the works carried out under the said scheme after removing obstacles and malpractices through these efforts; and

(c) if not, the reasons therefor and the steps proposed to be taken by the Government thereon?

(a) to (c): As per Programme Guidelines, States are responsible for tendering, award and execution of works as well as ensuring the quality of works under Pradhan Mantri Gram Sadak Yojana (PMGSY) and therefore, all complaints about malpractices under PMGSY are sent to the respective State Governments for compliance and taking corrective action. Complaints of serious nature are got investigated directly by the Ministry, through National Quality Monitors (NQMs) under third tier of quality control mechanism. During NQM inspection, if any complaint about default & malpractice comes to the notice of the Ministry, the matter is immediately taken up with the State for needful action against the defaulting agencies/persons. Observations of the NQMs for each PMGSY road work graded as Unsatisfactory (U) and Satisfactory Requiring Improvement (SRI) are forwarded to the concerned State Government for compliance and Action Taken Report (ATR). While forwarding the NQM observations, the State Governments are also asked to initiate disciplinary action against the erring agencies/officials. These ATRs are uploaded on Programme MIS i.e. OMMAS and are closely monitored by National Rural Roads Development Agency (NRRDA).

During the year 2015-16 and 2016-17 (upto December, 2016), 97 complaints relating to various facets of PMGSY, including that of malpractices have been received and forwarded to the respective State Governments for compliance and taking corrective action. Details of the same are at Annexure-I&II.
