Question : Opening of Sea Mouth near Rayadaruvu

(a) whether it is true that in 2017, the National Institute of Ocean Technology (NIOT) submitted a DPR to the Government for the opening of a sea mouth near Rayadaruvu in the Nellore district at an estimated cost of Rs. 48 crore;
(b) if so, the details of progress made in this regard and if not, the reasons therefor;
(c) whether the Government is aware that this issue is causing serious conflicts between the fishermen communities of the States of Andhra Pradesh and Tamil Nadu; and
(d) if so, the details of the initiatives taken by the Government towards the opening of a sea mouth near Rayadaruvu?

Statement referred to in reply to the Lok Sabha Starred Question No *39 put in by Shri Lavu Sri Krishna Devarayalu and Shri Adala Prabhakara Reddy, Members of Parliament for answer on 19thJuly,2022regarding Opening of Sea Mouth near Rayadaruvu

(a) to (d): The Government of Andhra Pradesh informed that the National Institute of Ocean Technology (NIOT), Chennai in 2017 submitted a Detailed Project Report (DPR) for opening of sea mouth at Rayadaruvu in Sri Potti Sriramulu Nellore District in Andhra Pradesh at an estimated cost of Rs.48.00 crore. The State Government has initiated action for obtaining requisite statutory clearances. Permission has been obtained from the Principal Chief Conservator of Forest (Wild Life) Andhra Pradesh for conducting Differential Global Positioning System (DGPS) Survey. The State government has requested National Centre for Coastal Research (NCCR), Chennai to take up the DGPS Survey for opening of sea mouth into Pulicat Lake at Rayadaruvu and preparation of Detailed Project Report (DPR). NCCR prepared and submitted the DPR at an estimated cost of Rs.128.80 crore in April 2022 towards opening the sea mouth at Rayadaruvu and dredging the channel length of 2800 m toward lake. The Government of Andhra Pradesh has submitted the DPR to the Ministry of Ports, Shipping and Waterways, Government of India seeking 100% grant funding under Sagarmala Scheme i.e. to the tune of Rs.128.80 crore. From the month of July 2022, the State Government also initiated necessary studies for obtaining Coastal Regulation Zone and environmental clearances from the Ministry of Environment, Forests and Climate Change.
