Question : Implementation of Recommendations of 14th Finance Commission

Will the MINISTER OF FINANCE be pleased to state:

(a) the details of main recommendation of the 14th Finance Commission;
(b) whether the Union Government has impleniented all the recommendations of the 14th Finance
Conllni.ssion and if so the details thereof; •
(c) if not, the reasons therefor and the recommendations which have not been implemented by the
Union Government till date;
(d) . whether the State Governmt of Bihar is diverting the funds elsewhere given to Bihar by the Union
Government tinder 14th Finance Commission; and
(e) if so, the action taken by the Union Government in this regar<i and the details or the names of the schemes and the funds which have b.een diverted?•

(a) to (c) The Fourteenth finance Commission inter-alia recommended increase in the States'' share of tax devolution fi:oin 32% to 42% of the divisible pool; Post Devolution Revenue Deficit Grant (f''or 11 States); Basic .Grants d Performance Grants for rural and urban local bodies; and Grants for augmentation of State
. Disaster Relief Fund. Report of•the Fourteenth •Finance Commission was laid in the Parliament on 24th February 2015 along with Explanatory• Memorandum as to action taken on the reconimendations of the Commission. All the recommendations of 14th Finance Commission under Articles 270 and 275(1) of the Constitution of ID.dia related to share in •union Taxes and duties and Grants-in-aid were implemented from the flnancial year 2015-16.

(d) & (e) No such diversion of funds, made by the Government ofBihar, has .come to the notice.
