Question : Human Trafficking

(a) whether cases of Human Trafficking including trafficking of women and children are increasing;

(b) if so, the number of such cases reported and women and children rescued and provided rehabilitation during the last three years and the current year, State/ UT-wise;

(c) whether the Government is considering to bring an omnibus legislation to counter trafficking and addressing slavery, sexual exploitation and forced labour in place of the Immoral Traffic Act, 1956 and a host of the other similar law; and

(d) if so, the details thereof along with the measures taken to check and
monitor human trafficking cases in the country?

(a)& (b): As per data compiled by National Crime Records Bureau, State and UT wise details of human trafficking cases registered and children & women rescued during the last three years is at Annex I to III. Data on rehabilitation is not maintained separately.

(c) & (d): The Ministry of Women and Child Development has proposed for a Trafficking in Persons Prevention, Protection and Rehabilitation legislation. ‘Police’ and ‘Public Order’ are State subjects and as such prevention of the crime of trafficking is primarily the responsibility of the State Governments. However, the Central Government supplements the efforts of the State Governments by providing them advice and guidelines from time to time. The Government of India has provided financial assistance to the States for setting up Anti-Human Trafficking Units at District level. Training is also provided to State Police personnel in prevention and investigation of the crime of trafficking. The Government of India has signed Memorandums of Understanding with Bangladesh and UAE on prevention of Human Trafficking.
