Question : TEACHING WORK IN HIGHER EDUCATION



(a) whether around 8 lakh people are engaged in teaching work in higher education sector in the country, as per the All India Survey on Higher Education (AISHE) and if so, the details thereof;

(b) whether it is also a fact that 10 per cent of them are engaged on contract basis and if so, the whether a huge difference is found between the monthly gross salary of regularly appointed teachers and those engaged on contract basis;

(c) if so, the details of the difference along with the assessment of its negative impact on the standards of education; and

(d) whether the Government has assessed the reason(s) for the shortage of faculty at such premier institutions and if so, the details thereof?

(a) to (c): As per All India Survey on Higher Education (AISHE) 2012-13 (Provisional), 10.83 lakh people are engaged in teaching work in higher education sector. The State-wise details are at Annexure. Out ofthe total people engaged in teaching work, only 2.2 % are on contractual basis. Specific information about salary differential of regular and contractual teachers including its impact on the standard of education is not available.

(d): A Task force was constituted by the Government under the Chairmanship of Prof. Sanjay G. Dhande to make appropriate recommendations for alleviating shortage of quality faculty. As per the report of the Task Force, State Universities have nearly 40 %, Central Universities have 35 %, Deemed Universities have 25% and affiliated colleges have 40% faculty shortage.
