(a) the details of expenditure incurred during the last three years of the Twelfth Five Year Plan, scheme-wise;

(b) the details of funds allocated/utilized under "Infrastructure Development Programme relating to Film Sector", Institute-wise during the last three years;

(c) whether there was a delay in implementation and utilization of funds for setting up of the National Centre for Excellence in Animation, Gaming and Special Effects (NCoE) and if so, the details thereof;

(d) whether the Government plans to set up the centre under the Public-Private Partnership model for effective utilization of funds; and

(e) if so, the details thereof along with the reasons for the delay?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 455 FOR ANSWER ON 05.04.2017 REGARDING INFRASTRUCTURE DEVELOPMENT PROGRAMME


(a): The details of expenditure incurred under different Plan Schemes of the Ministry of Information and Broadcasting, during the last three years of the Twelfth Five Year Plan, scheme-wise, are at Annexure-1.

(b): The details of funds allocated and utilized under different components of the Plan Scheme, "Infrastructure Development Programme relating to Film Sector", during the last three years are at Annexure-II.

(c) to (e): The Government proposes to set up a National Centre for Animation, Visual Effects, Gaming and Comics (NCOE) under the Public Private Partnership model. The objective of NCOE is to build a National Centre of Excellence to impart world class education at affordable fee structure in the field of animation, gaming and visual effects and to create a world class talent pool in India to cater to the requirements of the Indian industry and global players. After prolonged inter-ministerial consultations, the scheme of NCOE, with a total outlay of Rs. 167.70 crore, was appraised by the Standing Finance Committee in November, 2016 and now the scheme is being implemented by the Indian Institute of Mass Communication. The Request for Proposal (RFP) for selection of private partner for implementation of the scheme has been issued. Maharashtra Government is in final stage of providing land for NCOE at Film City, Mumbai.
