Question : Delayed Payments of Scholarships

(a) whether the Government has any information regarding the delayed payment of
scholarships to students belonging to Scheduled Castes/ Scheduled Tribes in
prestigious schools/ colleges especially in Hotel Management Institutes of the country;
(b) if so, whether the Government has issued any instruction to release the pending
scholarships;
(c) if so, the details thereof and the number of cases reported during the last three years in
which scholarship has not been paid till date;
(d) whether the Government has fixed any timeline for the disposal of the said cases; and
(e) if so, the details thereof?

(a) to (e) : As per information received from Ministry of Social Justice and Empowerment,
release of scholarship to students belonging to scheduled caste of three Hotel Management
Institutions viz. Institute of Hotel Management, Catering Technology & Applied Nutrition,
Bangalore, Institute of Hotel Management, Catering & Nutrition, Shimla and Institute of Hotel
Management, Catering Technology & Applied Nutrition, Guwahati have been delayed due to
non-receipt of complete proposals from the institutes in time.
In respect of National Means-cum-Merit Scholarship Scheme (NMMSS) and
National Scheme of Incentive to Girls for Secondary Education (NSIGSE) of the Department
of School Education & Literacy, Ministry of Human Resource Development, proposals of
seven States for 25983 scholarships for students belonging to SC/ST category under
NMMSS and proposals of thirteen States for 658198 beneficiary girls under NSIGSE are
pending since 2013-14 onwards. These scholarships are under process.
