Question : Coastal Regulation Zone

(a) whether the Coastal Regulations Zone 2019 are being implemented in the country now, if so, the details thereof;
(b) whether Coastal Zone Management maps as prescribed in the CZ Regulations have been prepared by the concerned States;
(c) whether there are any agencies entrusted with the preparation of CZM maps;
(d) if so, the details of agency entrusted and the stage of the preparation of the CZM map in Kerala; and
(e) whether any time limit has been given for the preparation of the Coastal Zone?

(a) The Ministry of Environment, Forest and Climate Change issued the Coastal Regulation Zone (CRZ) Notification, 2019 in supersession of the CRZ Notification 2011 and the Island Coastal Regulation Zone (ICRZ) Notification, 2019 in supersession of Island Protection Zone (IPZ) Notification 2011, vide G.S.R.37 (E) dated 18th January, 2019 and S.O.1242(E) dated 8th March, 2019 respectively.
As per the said notifications, all coastal States and Union Territory administrations shall revise or update their respective Coastal Zone Management plan (CZMP) framed under the CRZ/IPZ Notification 2011. However, till the CZMPs is so revised or updated, provisions of the said notification shall not apply and the CZMP as per provisions of CRZ/IPZ Notification, 2011 shall continue to be followed.
(b) The CZMP have been approved for the State of Odisha, Mumbai and Mumbai Sub-Urban districts of Maharashtra and Island Coastal Regulation Zone Plan (ICRZP)has been approved for Great Nicobar in accordance with the provisions of the CRZ Notification 2019 and ICRZ Notification 2019 respectively.
(c) to (e) As per the Notification, all coastal State’s /UTs shall revise or update their respective CZMP and submit for approval at the earliest by engaging any of the 7 agencies authorized by the Ministry vide Office Memorandum dated 8th August, 2019.
As per the information provided, State Government of Keralahasentrusted National Centre for Earth Science Studies (NCESS), Thiruvananthapuram for preparation of the CZMP and Ministry has not received any CZMPlan for approval.
