Question : Pending Arbitration of NTPC Kahalgaon with HSCL

(a) Whether it is a fact that the Ministry has proposed to Ministry of Power for resolution of a pending arbitration of NTPC Kahalgaon with HCL, through Administrative Mechanism for Resolution of CPSEs Disputes (AMRCD);

(b) if so, the details there of and the action thereon;

(c) Whether it is a fact that Officials of Ministry of Power are purposely avoiding proposals in this regard and if so, the details thereof; and

(d) the details of dates proposed by Ministry for AMRCD hearing and the reasons of non giving of dates by the officials of Ministry of Power and action thereon?

(a) to (d) A proposal for consideration of the case by the Committee of Secretaries (CoS) under Administrative Mechanism for Resolution of Disputes of CPSEs (AMRCD) was sent to Ministry of Power by Ministry of Housing and Urban Affairs (MoHUA) on26.10.2021 with the first meeting of the CoS scheduled on 8th November 2021. The meeting, however, could not take place and has now been rescheduled for 20.12.2021.
