Question : Reduce Agricultural Costs

(a) whether any new guideline has been issued by the Government regarding cutting the agricultural expenditure by using NADEP composting, vermi composting, liquid bio manure in agriculture;

(b) if so, the details thereof;

(c) whether the agricultural land becomes more fertile by using the said manure and gives more yield and if so, the district-wise details of the status of crop per hectare in Chhattisgarh during the last three years and the current year;

(d) whether the Government felicitates the farmers who have been getting more yield more by giving them incentives; and

(e) if so, the number of farmers felicitated by the Government?

(a) & (b): Government of India has been promoting the Production/procurement of various organic inputs (biofertilisers, biopesticides, vermicompost, botanical extracts etc) under different schemes namely:

• Paramparagat Krishi Vikas Yojana (PKVY): assistance of RS.50,000 per hectare/ 3 years is given, out of which Rs. 31,000 (62%) is provided to the farmers directly through DBT for inputs (bio fertilisers, biopesticides, vermicompost, botanical extracts etc), production/ procurement, post harvest infrastructure.

• Mission Organic Value Chain Development for North Eastern Region (MOVCDNER): farmers are given assistance of Rs 2500/ha/3 years for both on-farm and off-farm organic inputs, and seeds/ plant material.
• Capital investment Subsidy Scheme (CISS) under Soil Health Management Scheme: 100% assistance is provided to State Government / Government agencies for setting up of mechanized fruit/vegetable market waste/ Agro waste compost production unit up to a maximum limit of Rs.190.00 Lakh /unit (3000 Total Per Annum TPA capacity). Similarly, for individuals/ private agencies assistance up to 33% of cost limit to Rs 63 lakh/unit as capital investment is provided. As per data provided by NABARD, 21 fruit/vegetable waste compost production units were established under CISS in different states.
• National Mission on Oilseeds and Oil Palm (NMOOP): financial assistance@ 50% subsidy to the tune of Rs. 300/- per ha is being provided for different components including bio-fertilizers, supply of Rhizobium culture/Phosphate Solubilising Bacteria (PSB)/ Zinc Solubilising Bacteria (ZSB)/ Azatobacter/ Mycorrhiza and vermi compost.
• National Food Security Mission (NFSM): financial assistance is provided for promotion of Bio-Fertilizer (Rhizobium/PSB) @50% of the cost limited to Rs.300 per ha.
During Krishi Kalyan Abhiyan (2018), 48942 NADEP units were constructed in selected villages of 111 Aspirational Districts. An amount of Rs. 23.31 crores to KVKs and Rs 4.33 crores to States was released for constructing these NADEP units.
(c): The research trials of Indian Institute of Soil Science (IISS), Bhopal indicate that integrated use of optimal dose of NPK and organic manure can maintain soil health and give higher sustainable yields. As per information received from Government of Chhattisgarh the district-wise details of the status of productivity of Rabi & Kharif crops in Chhattisgarh during the year 2014-2015 to 2017-2018 is given at Annexure –I & II.

(d): In order to incentivize progressive farmers, a provision of best farmer award has been kept in ATMA (Extension reform) Scheme at State, district and block level in 5 different enterprises @ Rs.0.50 lakh, Rs.0.25 lakh and Rs.0.10 lakh per farmer respectively.

(e): The number of farmers felicitated under ATMA (Extension reform) Scheme from 2016-17 till date are as:

State level- 245 no., District level- 5681 no. and Block level- 20821 no.
