Question : Nirbhaya Fund

(a) whether it is a fact that more than Rs. 3,000 crores are lying under the Nirbhaya Fund and if so, the details thereof;

(b) whether Central Victim Compensation Fund (CVCF) has sent any
request/guidelines in October, 2015 for grant of Rs. 200 crores to CVCF;

(c) if so, the details thereof and the total funds granted and utilized, State-wise;

(d) the steps taken by the Government to ensure proper implementation of CVCF in various States;

(e) whether the Government has received complaints with regard to disparity in payment of compensation in various States for similar crimes; and

(f) if so, the details thereof and the steps taken to ensure that equal compensation is paid to all the victims?

enhancing the safety and security for women in the country Rs. 2000 crores have been made available to the Ministry of Women and Child Development.

(b) to (d): Ministry of Home Affairs has disbursed Rs. 190.68 crores to the States/UTs, for compensation to the women victims as per CVCF guidelines. Ministry of Home Affairs had issued guidelines in October, 2015 and revised guidelines in July 2016 to States/UTs as a onetime grant amounting to Rs 200 crore allocated for disbursement under the Central Victim Compensation Fund (CVCF) Scheme, as per Annexure.

(e) to (f): No such complaints have been received.
