Question : Higher Education Institutions

(a) whether the number of higher education institutions have increased in the country
even then the number of such institution is quiet insufficient in comparison to the
population of the country;
(b) if so, whether the Government proposes to establish more educational institutions
in the country;
(c) if so, the details thereof;
(d) whether there is any proposal of the Government to provide tertiary degree to its
citizens by 2020; and
(e) if so, the details thereof and the steps taken by the Government in this regard?

(a): The Government has always been committed towards providing adequate Higher
Educational Infrastructure for the country. According to the AISHE Report, 2017-18,
the number of Universities/Institutions have increased from 760 in 2014-15 to 903 in
2017-18 i.e. an increase of 18.8%. Similarly, the number of Colleges have increased
from 38498 in 2014-15 to 39050 in 2017-18 i.e. an increase of 1.4%.
The GER has also increased from 19.4% during 2010-11 to 25.8% during
2017-18 i.e. an increase of 33%.
(b) & (c): Under the Centrally Sponsored Scheme of Rashtriya Uchchatar Shiksha
Abhiyan (RUSA), central support is provided for setting up of Universities either
through upgradation of autonomous colleges or through clustering of colleges. RUSA
also provides support for creation of Model Degree Colleges (general) and New
Colleges (Professional). As on date, the Project Approval Board (PAB) of RUSA has
approved central support for creation of 11 Universities through upgradation of
autonomous colleges, 8 Universities through clustering of colleges, 130 Model
Degree Colleges (General) and 37 New Colleges (Professional).
(d) & (e): At present, there is no proposal to provide tertiary degrees to citizens of
India.
