(a) and (b): The Ministry of Fisheries, Animal Husbandry and Dairying notified the ‘National Policy on Marine Fisheries, 2017’ to initiate steps towards training, capacity building as well as up-gradation of technological skills of traditional fishers in moving from artisanal fishing to more economic and efficient means of fishing. The policy also guides to introduce scheme(s) for enhancing the skills and capabilities of the traditional fishermen to undertake and popularize deep sea fishing and for sea safety and responsible fishing.Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying is implementing a flagship scheme namely “Pradhan Mantri Matsya Sampada Yojana (PMMSY)” with highest ever estimated investment of Rs. 20050 crore in fisheries sector for a period of 5 years with effect from the financial year 2020-21. Training and capacity building for undertaking deep sea fishing isalso supported under PMMSY. The Ministry of Fisheries, Animal Husbandry and Dairying introduced the component namely, “Support for acquisition of Deep-Sea Fishing vessels for traditional fishermen”to provide financial assistance to traditional fishermen for promotion of deep-sea fishing in the coastal States and UTs. The Department of Fisheries, Government of India has approved an amount of Rs.7756.00 lakh to States/UTs under the sub-component, “Support for acquisition of Deep-Sea Fishing vessels for traditional fishermen” of PMMSY for procurement of 323 number of Deep-Sea Fishing Vessels.The Department also provides support for training and capacity building of traditional fishermen to undertake deep sea fishing.
(c): Projects approved and funds released to the state of Andhra Pradesh, under PMMSY during Financial year (FY) 2020-21 and 2021-22 and under Centrally Sponsored Scheme (CSS) on “Blue Revolution: Integrated Development and Management of Fisheries” during FY 2016-17 to 2019-20 is furnished below:

This includes support for procurement/upgradation of vessels and fishing gears, for safety& communication devices and Potential Fishing Zones devices, livelihood support during fishing ban period, and creation of infrastructure such as fishing harbours/fish landing centres. Further, the details of financial assistance provided to fishermen in Andhra Pradesh during the last five years, year-wise and district-wise along with the number of fishermen benefitted therefromunder the erstwhile Blue revolution Scheme and ongoing PMMSY Scheme are provided at Annexure. In addition, under erstwhile Blue Revolution Scheme 2714 fishermen have been provided with housing at a total cost of Rs. 3188.8 lakh in Andhra Pradesh.
(d): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying under Pradhan Mantri Matsya Sampada Yojana is providing assistance to all States and Union Territories for development of fisheries sector on receipt of complete project proposals in accordance with the guidelines of the Scheme. As such, there is no proposal for providing any special assistanceto West Bengal and Andhra Pradesh.
