Question : FUND MOBILIZATION FOR PROCUREMENT OF FERTILIZERS



(a) whether the Union Government has limited the time given to co-operative organizations for fund mobilization for the procurement of fertilizers to one week;

(b) if so, the details thereof;

(c) whether there has been any opposition to this move from the State Government; and

(d) if so, the reaction of the Union Government thereto?

(a) to (d): Yes, Madam, the instructions were issued on 18th July, 2012 to Fertilizer Marketing Entities (FMEs) to sell minimum 50% of urea, imported on Government Account and marketed by them, through State Sponsored Federation/ Marketing Federation/Co-operatives subject to the advance payment by these organizations within 7 days from the date of intimation by the FMEs. Subsequent to this, on 16th August, 2012 the condition of advance payment was removed and now the State Sponsored Federation/Marketing Federation/Co-operatives are required to place the order within 7 days from the date of intimation by FMEs, failing which the FMEs are free to sell such quantity through their own marketing channel.
