Question : INSPECTION OF ONGOING PROJECTS



(a) whether he recently inspected the ongoing projects in several States and if so, when the States inspected;

(b) the details of ongoing projects in the country, State-wise and project-wise;

(c) the details of the funds allocated for these projects during each of the last three years;

(d) the achievements made so far in respect of above;

(e) whether some of the projects are running behind the schedule;

(f) if so, the reasons therefor; and

(g) the steps taken to offset the delays for early completion of the projects?

THE MINISTER OF STATE OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION (SHRI VIJAY GOEL)

(a) to (e) Prime Minister has not inspected any project. However, during the last three months, the Minister of State in the Ministry of STATISTICS AND PROGRAMME IMPLEMENTATION inspected 8 of the Central projects on the monitor of the Ministry.

(f) The requisite details in respect of these are enclosed. Information on the status of the 541 projects on the monotor of the Ministry of STATISTICS AND PROGRAMME IMPLEMENTATION is available in the Quarterly Project Implementation Status report for the period ending June, 2002 which has been placed in the Libraries of both the Houses of the Parliament.

(g) The following steps have been taken to minimise delay in the implementation of projects:-


(i) review of projects on monthly as well as quarterly basis by the Government;

(ii) indepth critical review of the progress by the project authorities and the Administrative Ministries and follow up with the State Governments (for acquisition of land, resolution of rehabilitation related issues, expediting forest clearances and provision of infrastructure facilities like water and power, ensuring law and order at project sites, etc.), consultants and other agencies concerned to minimise delays;

(iii) setting up of an Empowered Committee in the administrative Ministries for resolution of problems;

(iv) inter-ministerial coordination for resolving problems of inter-ministerial nature;

(v) making available matching funds annuallybased on updated costs to expedite completion of the projects in the advanced stages of implementation; and

(vi) reviews by the Cabinet Secretariat.
