Question : Project Costs under PMGSY

(a) whether the Union Government permits States to revise the estimated cost of projects under the Pradhan Mantri Gram Sadak Yojana (PMGSY) in order to accommodate the increasing prices of raw materials and if so, the details thereof;

(b) the details of States which have revised the estimated cost of various projects during the last three years and the current year, so far; and

(c) the details of the cost of such projects increased/decreased due to such revisions during the said period, State/UT-wise?

(a) to (c): As per the Pradhan Mantri Gram sadak Yojana (PMGSY) Guidelines, once the Central Government sanctions the PMGSY proposals received from the State Government, which are prepared based on the latest Schedule of Rates (SOR) approved at the State Level and vetted at the level of National Rural Roads Development Agency (NRRDA), the additional cost on account of increase in prices of raw materials, are not permitted under PMGSY funds. Such additional cost, if any, should be borne by the States under their own budget.
