Question : National Social Security Fund

(a)whether the Government has set up the National Social Security Fund for informal sector workers and to improve the ease of doing business;
(b)if so, the details thereof;
(c)the number of workers of informal sector likely to be covered under the said fund in each State particularly in Odisha; and
(d)the steps taken by the Government to ensure the last mile delivery of benefits of various social security schemes to the informal sector workers?

(a) & (b): The Unorganised Workers’ Social Security Act, 2008 mandates the Government to provide social security to all the workers of informal/unorganised sector. The said Act has been subsumed in the Code on Social Security, 2020. Adequate provisions have been provided under Section 141 of the Code on Social Security, 2020 to create a Social Security Fund for the welfare of all unorganised workers, Gig workers and platform workers.

(c): The workers of unorganised sector of the State of Odisha are also benefited under various social security schemes detailed as under:

(d): On, 26.08.2021, the Ministry of Labour & Employment launched e-SHRAM portal with an objective to create National Database of Unorganised Workers (NDUW) to facilitate delivery of Social Security Schemes/ Welfare Schemes of the Central /State Governments to the workers of informal/unorganised sector. As on 02.02.2022, more than 24 crore workers have been registered under the e-SHRAM portal.
