STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF THE LOK SABHA STARRED QUESTION
NO.404 FOR 17.12.2009
(a): As per the Joint Census of Handlooms and Powerlooms Report 1995-96, the
number of persons engaged in weaving (weavers) and Allied activities are 65,51,354.
The State-wise details of number of handloom weavers is Annexed at Annexure-I.
(b) & (c): The Government of India is implementing five schemes during the 11th
Five Year Plan for the development and welfare of the handloom weavers throughout
the country.The funds released by Government of India under four schemes, namely,
Marketing and Export Promotion Scheme, Handloom Weavers Comprehensive Welfare Scheme,
Mill Gate Price Scheme and Diversified Handloom Development Scheme, are being almost
fully utilized for the benefits of the weavers.Under the fifth scheme,namely,
Integrated Handlooms Development Scheme, in all the states, State Government is the
Implementing Agency and in some of the States, there is some delay in utilization of
funds.The state-wise funds released and its utilization is attached as Annexure-II.
(d): The Government of India monitors the implementation of the schemes by calling
physical and financial progress reports from State Governments on regular basis.
Field visits are made by the officials of Government of India to monitor the actual
implementation of schemes in the field.The State Governments being the Implementing
Agencies also monitor the implementation of the schemes and proper utilization of
funds. At regular interval, meetings for proper utilization of funds are being
conducted with the officials of the State Governments.
