Question : UPGRADATION OF RURAL ROADS



(a) whether the Government has received any proposal or has its own proposal for upgradation of the roads constructed under Pradhan Mantri Gram SadakYojana (PMGSY) for which the guarantee period has expired;

(b) if so, the details thereof;

(c) the number of proposals for upgradation received by the Government and are pending as on date, State-wise;

(d) the total amount of funds released for the purpose to each State including West Bengal during the last three years and the current year and the amount spent year-wise; and

(e) the time by which the pending proposals are likely to be approved, State-wise?

(a) & (b): All roads constructed under Pradhan Mantri Gram SadakYojana (PMGSY) are covered by 5-year maintenance contracts, to be entered into along with the construction contract with the same contractor in accordance with the Standard Bidding Document (SBD). Maintenance funds to service the contract is to be budgeted by State Government and placed at the disposal of the SRRDA in a separate Maintenance Account. On expiry of 5-year post-construction maintenance period, these roads are to be placed under Zonal maintenance contracts consisting of 5-year maintenance including renewal as per cycle. However, under PMGSY-II, the proposals for upgradation of the roads constructed/upgraded under PMGSY-I are considered. For such upgradation those roads are taken up which are experiencing comparatively higher volumes of traffic justifying upgradation with existing carriageway width or higher carriageway width up to 5.5 meters.

(c) to (e): The details of proposals of upgradation received by Government of India from various State governments is enclosed as Annexure-I.

The funds released to the States as project cost and expenditure reported by the States since year 2011-12 and also upto March, 2011under PMGSY is given in Annexure-II.
