Question : Housing for All 2022

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:
(a) whether the Cabinet has approved Housing for all 2022 scheme to provide housing to urban poor;
(b) if so, the details thereof;
(c) the details of focus areas in its three phases and the proposed time-frame for the same and the submission envisaged under the scheme;
(d) the funds proposed to be allocated under the scheme along with the criteria for identifying the beneficiaries; and
(e) the nature of investment proposed to be roped in for the scheme?

(a) to (c): Yes, Madam. The “Housing for All (Urban)” Mission was approved by the Cabinet in its meeting on 17.6.2015. The Mission aims to provide assistance to States/UTs in addressing the housing requirement of the slum dwellers and urban poor through following four verticals:
(i) “In situ” Slum Redevelopment through private participation using land as resource;
(ii) Credit Linked Subsidy (CLS);
(iii) Affordable Housing in Partnership; and
(iv) Subsidy for beneficiary-led individual house construction or enhancement.

The Mission will cover all 4041 statutory towns as per Census 2011 in 3 phases with initial focus on 500 Class I cities.
A Technology Sub-mission, as part of the Mission, has been constituted to facilitate adoption of modern, innovative and green technologies and building material for faster and quality construction of houses.

(d) & (e): A provision of Rs. 4000 crores have been made for the Mission in Budget Estimates (BE) 2015-16 of this Ministry. The beneficiary family should not own a pucca house either in his/her name or in the name of any member of his/her family in any part of India to be eligible to receive central assistance under the mission.
