Question : UDID Cards for Differently Abled

(a) whether it is true that Andhra Pradesh (undivided) is one of the States where more number of disabled populations have been identified as per 2011 Census;

(b) if so, the details thereof, district-wise;

(c) whether it is also true that the Government has started to issue Unique Disability ID Cards to each disabled person in the State;

(d) if so, the reasons why even after nearly four years of its implementation, only 4 lakh people have got ID Cards out of more than 22 lakh people;

(e) the time by which the Government is likely to issue the said ID Cards to all the disabled; and

(f) the details of the schemes/programmes being implemented by the Government for empowering the disabled in the country, with particular reference to Andhra Pradesh?

(a) and (b) As per Census 2011, Total Persons with Disabilities (PwDs) in Andhra Pradesh (undivided) is 22,66,607. District-wise population of Persons with Disabilities in Andhra Pradesh (undivided) is enclosed as Annexure-I.

(c) to (e) Yes, Sir. Department of Empowerment of Persons with Disabilities has started to issue Unique Disability ID (UDID) Cards to Persons with Disabilities in the country including Andhra Pradesh. 7,15,538 UDID cards have been generated in the State of Andhra Pradesh (undivided) as on 24.01.2021. As and when the application is received through the UDID portal i.e. www. http://www.swavlambancard.gov.in, the request is processed and after due assessment of the disability by the concerned Medical Authority, if eligible, UDID cards are issued to the PwDs. Since, it is continuous process and is based on the applications received, no such time line has been decided to issue UDID cards to all the Persons with Disabilities.

(f) The details of the major schemes/programmes implemented by Department of Empowerment of Persons with Disabilities for empowering the Persons with Disabilities (PwD) in the country including Andhra Pradesh is enclosed as Annexure-II.
