Question : Outstanding Payments

(a) the details of Railways’ outstanding payments to diesel and electric power supply companies during the last three years including the current year;

(b) the details of the impact caused due to State Electricity Boards and National Thermal Power Corporation (NTPC) increased tariffs arbitrarily which added burden on Railways during the above period; and

(c) the details of the strategy to reduce the burden by State Electricity Boards and NTPC?

(a) Indian Railways (IR) promptly make payments to the utilities except in cases of any dispute.
(b) IR’s traction bill has increased from 9651 crore to 10406 crore (provisional) from the year 2013-14 to 2015-16 in last three years.
(c) IR proposes to arrange power as deemed licensee and through its captive power plant at Nabinagar (Bihar).

Till date, about 700 Mega Watt (MW) power is being drawn as deemed licensee from Ratnagiri Gas & Power Private Limited (RGPPL) etc. In addition, about 600 MW power has been tied up through open tender.
