Question : National Health Mission

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the budget allocated and utilised under National Health Mission (NHM), State-wise since 2010-11;

(b) whether the allocated funds under NHM remained under utilised during this period;

(c) if so, the steps taken to improve the utilization of funds thereof;

(d) whether there has always been a difference between the demand for NHM interventions and actual approval and the steps taken to meet the demand of funds under NHM;

(e) the details of Community Health Centres (CHCs) and Public Health Centres (PHCs) established under NHM since its inception, State-wise including Karnataka;

(f) whether the Government has received any proposals from various States including Rajasthan under NHM and if so, the details thereof; and

(g) the other steps taken by the Government to assess the implementation and progress of NHM along with its present status?

(a): A statement showing State wise budget allocated and utilized under National Health Mission (NHM) since 2010-11 is at Annexure-I.

(b) : The Mission Steering Group (MSG) under NHM has approved the carry forward of unspent balances to be utilised in the subsequent years under the approved activities only.

(c): Public Health & Hospitals is the State subject. The Central Government provides support to State Governments for implementation of various programmes including NHM. Under NHM to improve the financial utilisation of funds the following steps have been undertaken by the Ministry :-

• Performance Audit by the Comptroller and Auditor General (CAG) of India ,
• Annual Statutory Audits by CAG empanelled major Chartered Accountant Audit firms,
• Concurrent Audits by Chartered Accountant Audit firms,
• Public Financial Management System (PFMS) in NHM to track flow of funds on Real Time Basis,
• Submission of quarterly Financial Monitoring Reports (FMRs) and Statement of Fund Position (SFP) by the States/UTs,
• Regular review and monitoring of scheme components.

(d) to (f): Approvals under NHM are given on the basis of proposals received from the States /UTs according to available resource envelope for a State.
The details of Community Health Centres (CHCs) and Public Health Centres (PHCs) established under NHM since its inception, State-wise including Karnataka is at Annexure-II.

(g): The working of National Health Mission (NHM) has been regularly assessed, inter-alia, through external surveys such as, National Family Health Survey (NFHS) and Sample Registration System (SRS). The financial progress under NHM State wise since 2010-11 is at Annexure-II.
