Question : Replacing 'Viklang' with 'Divyang'

(a) whether the Government has issued a notification to replace the use of ''Viklang'' with ''Divyang'';

(b) if so, the details thereof;
(c) whether the Government is aware that there is a four-year-old advisory to discontinue the usage of the word ''handicapped'' while referring to five of the National Institutes like Ali Yavar Jung Deen Dayal Upadhyay etc. and if so, the details thereof;

(d) whether the Government is considering to discontinue the use of such word for persons with disabilities; and

(e) if so, the details thereof?

(a) & (b) No such notification has been issued by the Government to replace the use of ‘Viklang’ with ‘Divyang’. However, the Government has recently issued notification on 17.05.2016 revising the name of the Department of Empowerment of Persons with Disabilities as ‘Department of Empowerment of Persons with Disabilities (Divyangjan)’ in English. Its Hindi version is ‘Divyangjan Sashaktikaran Vibhag’ in place of ‘Viklangjan Sashaktikaran Vibhag’.

(c) to (e) The Department of Empowerment of Persons with Disabilities (Divyangjan) has already initiated action for making necessary changes in the name of the National Institutes under the Department.
